Project Background

The portion of Kenwood Avenue between King Street and Valley Drive was resurfaced in September 2016. As part of the City's Complete Streets Policy and commitment to the Americans with Disabilities Act (ADA), the street was evaluated for potential improvements in conjunction with resurfacing. Construction was completed in December 2016.

Project Goals

The project goals were identified as the following:

  • Improve the safety and convenience for all street users, including students and parents accessing TC Williams
  • Provide facilities for people who walk, bike, ride transit or drive cars
  • Implement City Council adopted plans and policies, such as the City's Complete Streets Policy

Plans

The project will address the goals by making the following improvements:

  • Narrowing existing travel lane widths that encourage vehicular speeding
  • Installation of high visibility crosswalks at select intersections
  • Re-location of DASH bus stops and installation of concrete pads to make bus stops ADA-compliant due to right-of-way constraints at existing bus stops
  • Installation of bicycle facilities
    • Reduces effective crossing distance for pedestrians
    • Visually narrows the travel lane width for drivers and reduces vehicle speeds
    • Provides safer and easier to navigate street for bicyclists
    • Bicycle lanes between King Street & Osage Street and Crestwood Drive & Valley Drive
    • Shared lanes, between Osage Street & Crestwood Drive and Osage Street, between Radford Street and Kenwood Avenue
    • Does not impact parking

A map of the proposed improvements is shown below:
