Waterfront Flood Mitigation Project Permits
National Environmental Policy Act (NEPA)/National Historic Preservation Act Section 106
Several elements of the Waterfront Flood Mitigation Project require permits and action from local, state, and federal bodies with jursidiction over the project area. Such permits and actions are anticipated to include:
- U.S. Army Corps of Engineers (USACE) - Nationwide permit(s) for impacts and construction activity in jurisdictional waters of the United States
- NPS - A Bed of River Permit to construct the bulkhead and stormwater outfalls.
- DC Department of the Environment - Permit for temporary mooring piles during construction.
Any federal action may require an integrated National Environmental Policy Act (NEPA) process to be completed by a lead federal agency. Their respecting processes could also require a National Historic Preservation Act Section 106 (Section 106) process. General ifnormation can be found on the Adivsory Council on Historic Preseveration (ACHP) website.
As the first federal agency anticipated to issue permits for the project, USACE will likely serve as the lead federal agency for the Waterfront Flood Mitigation Project, with the City of Alexandria serving as the applicant. Additional information on any required NEPA processes will be forthcoming as the project advances. Any notifications from the USACE regarding the project will be shared on the City website.
