  • In July, the City received the 2022 Commonwealth Plan of the Year Award from the Virginia Chapter of the American Planning Association. The award honors the best planning document of the year that illustrates an outstanding planning process, vision, implementation strategies and innovative approaches. Citing the tools and strategies used during the planning process to inclusively engage the neighborhood’s residents, APA Virginia commended the City for its Spanish-first approach during the process.

  • On December 18, 2021, following a two-year community planning process, City Council approved the Planning Commission's recommendation to adopt the Arlandria-Chirilagua Small Area Plan.

  • En abril, el personal de la cuidad actualizó a  la Comisión de Planificación y  al Concejo Municipal sobre las recomendaciones de asequibilidad de vivienda propuestas por el Plan destinadas a proteger la capacidad de los residentes de permanecer en la comunidad en medio de las presiones del mercado anticipadas, preservar y expandir niveles de asequibilidad, entre otros objetivos. Los miembros de la Comisión y el Consejo manifestaron su firme apoyo a las recomendaciones tal como se redactaron y sugirieron que el personal inicie la participación de la comunidad en otros temas como el uso de la tierra y otros temas del plan, y que las recomendaciones de vivienda pueden continuar refinándose pero no revisándose fundamentalmente. Se anticipa que el borrador del Plan, que incluye todos los temas, estará disponible para revisión y comentarios de la comunidad en el verano, con audiencias públicas en el otoño.

  • A principios de 2020, antes de la pandemia de COVID-19, el personal compartió con la Comisión de Planificación y el Consejo de la Ciudad el progreso y información adquirida durante las sesiones de escucha de la comunidad de Arlandria-Chirilagua y Del Ray en otoño de 2019. Sin embargo, debido a la pandemia de COVID-19, la Ciudad recomendó dos procesos de planificación separados para garantizar la participación comunitaria adecuada. La primera fase se centrará en el vecindario de Arlandria-Chirilagua, priorizando la asequibilidad de la vivienda como primer tema. La participación en Arlandria-Chirilagua será primero en español con traducción al inglés, a través de eventos convocados por la Ciudad, organizaciones existentes, reuniones de puertas abiertas y reuniones de partes interesadas en la comunidad.

    A través de conversaciones enfocadas con la comunidad en 2019 y entendiendo las presiones del mercado con nuevos desarrollos en el área circundante, se desarrollaron los objetivos del proceso de planificación de la actualización del Plan Arlandria-Chirilagua. Estos objetivos son la base sobre la que se redactarán las recomendaciones del Plan.

  • In April, staff updated the  Planning Commission and  City Council on the Plan’s proposed housing affordability recommendations aimed at protecting residents’ ability to remain in the community amidst anticipated market pressures by preserving and expanding deep levels of affordability, among other objectives. Members of the Commission and Council stated strong support of the recommendations as drafted and suggested staff begin community engagement on land use and other plan topics, with the assumption that the housing recommendations may continue to be refined but not fundamentally revised. It is anticipated that the draft Plan, inclusive of all topics, will be available for community review and comment in the Summer, with public hearings in the Fall.

  • Summer 2020 - Over the summer, a focus group of Arlandria-Chirilagua residents discussed housing affordability in the neighborhood. Staff synthesized all of the feedback received into key themes to serve as a starting point to engage the broader community on the topic of housing affordability as part of this planning process.

  • In early 2020 before the COVID-19 pandemic, staff shared with Planning Commission and City Council progress and momentum gained during the fall 2019 Arlandria-Chirilagua and Del Ray neighborhoods' community listening sessions. However, because of the COVID-19 pandemic, the City recommended two separate planning processes to ensure appropriate community engagement. The first phase is focusing on Arlandria-Chirilagua, prioritizing housing affordability as the first topic. Engagement in Arlandria-Chirilagua is Spanish-first with English translation, through City convened events, existing organizations, pop-ups, open houses, and stakeholder meetings. 

    Through focused conversations with the community in 2019 and understanding the market pressures with new development in the surrounding area, planning process objectives for the Arlandria-Chirilagua Plan update were developed. These objectives are the foundation upon which the Plan recommendations will be drafted.
