Master Plan Implementation

The City of Alexandria Master Plan is comprised of small area plan chapters covering neighborhoods throughout the city, as well as chapters on citywide topics. Planning processes can consist of updates to current chapters of the master plan or the development of a new chapter.

FY 25 Implementation Report Cover

Each chapter of the Alexandria Master Plan includes a series of recommended implementation tasks. The Annual Status of Implementation Report provides a summary of the year’s implementation and development activities relative to the City’s small area plans, as well as projects associated with the implementation of topical chapters of the Master Plan.

Developer Contribution Policies

Since 2009, developer contribution policies have been adopted as part of small area plans (SAPs) to facilitate Plan recommended community amenities/improvements that mitigate impacts from development, in addition to what development projects are responsible for on their respective sites. The Department of Planning & Zoning regularly monitors the implementation of these policies to ensure that their application is meeting the intended goals, including analyzing impacts for each development project under review.

In July 2025, administrative adjustments were enacted to existing small area plan developer contribution policies as well as a recommended path forward for future small area plan developer contributions.

The process of implementing an approved plan or program may take years and is often a collaborative process between City staff and the community. The following are plans and programs in the active implementation phase.

Joint City-ACPS Capital Planning Initiatives and Implementation

Successful communities incorporate civic and social infrastructure and services for residents of today and the future. All of the City’s recent small area plans identify the importance of integrating community facilities in Alexandria’s neighborhoods — such as schools, child care centers, recreation/ community centers, fire stations, libraries, and flexible theatre/performance space, among others.

The City and Alexandria City Public Schools collaborate on long range capital planning relative to school facilities and community services. Learn more about joint planning efforts and implementation.
