Project Description
In cooperation with the Virginia Department of Transportation (VDOT) and the Federal Highway Administration (FHWA), the City of Alexandria will hold an open forum public hearing for the Duke Street and West Taylor Run Intersection Improvement Project.
Proposed changes are designed to:
• Improve safety
• Enhance traffic operations
• Reduce congestion, and;
• Increase access for all users traveling on this critical corridor
This project is funded by Virginia’s Smart Scale Program administered by VDOT.
The Duke and West Taylor Run Parkway intersection has been the topic of discussion for a number of years and was identified as a high crash location through the City's Vision Zero Program. After community input, the approved plans will include:
- Pedestrian safety improvements, including new crosswalks, Americans with Disabilities Act (ADA)-compliant curb ramps, pedestrian signals, pedestrian refuge areas, and a wider sidewalk along West Taylor Run Parkway;
- A new left-turn lane and ramp connecting eastbound Duke Street to the existing southbound Telegraph Road on-ramp (east of the Telegraph Road bridge); and,
- A widened and extended concrete median between eastbound Duke Street and the existing southbound Telegraph Road on ramp (south of the West Taylor Run Parkway intersection) to accommodate a future bus rapid transit station.
Staff began engaging with community members in 2019 to get input on the concerns and issues at the intersection of Duke Street and West Taylor Run Parkway. In collaboration with the Central Alexandria Traffic Study Task Force, made up of area civic association leaders, the City applied for and was awarded $5.7 million in Smart Scale funds from VDOT to contribute to design and construction costs.

Traffic Data
A traffic study conducted in 2024 found that, once built, the Duke Street and W. Taylor Run intersection will perform similarly to today, with an average delay of just over one minute. The new Telegraph access will have an average delay of under 30 seconds. Overall travel time on Duke Street is expected to improve slightly in both directions, with an average four-minute reduction between Quaker Lane and Callahan Drive.
Environmental Review
In compliance with the National Environmental Policy Act (NEPA) and 23 CFR Part 771, an environmental document in the form of a Categorical Exclusion (CE) has been prepared and approved for public availability by the FHWA. Pursuant to the National Historic Preservation Act, Section 106 and 36 CFR 800, information concerning the potential effects of the proposed improvements on historic properties was included in the CE.
The CE will be available for review on the project webpage (alexandriava.gov/go/2399) and at the public hearing. Access to technical studies and documentation supporting the CE is available upon request.
Right of Way
The construction of this project will not require the displacement of families, businesses or nonprofit organizations. As the project is further developed, additional right of way for utility relocation or construction may be required beyond the proposed limits shown on the public hearing plans. The property owners will be informed of the exact location of the easements during the right of way acquisition process and prior to construction. Information about right of way purchase is discussed in VDOT’s Right of Way and Utilities brochure, “A Guide for Property Owners and Tenants.” Copies of this brochure are available on the VDOT website.
