Mill Road Corridor Improvements
Project Description
Mill Road was repaved in summer 2025. The City of Alexandria used this opportunity to phase in improvements in response to community concerns and in accordance with the City's Complete Streets Policy, Alexandria Mobility Plan, and Eisenhower East Small Area Plan.
The Mill Road Corridor Improvements Project sought to enhance safety and accessibility for all users by improving the functionality of Mill Road between Stovall Street and Cabin Creek Road and addressed concerns reported by residents about:
- Driver confusion at the Telegraph Road ramp
- Safety conflicts between different road users
- Difficult pedestrian crossings
- Disconnected multi-use path at Stovall Street

Project Background
The Mill Road and Stovall Street corridors serve multiple travel needs in Alexandria's transportation network. Mill Road provides access to residential areas, businesses, and connections to major roadways like Telegraph Road. Stovall Street connects to Eisenhower Avenue and serves retail destinations including Wegmans.
Traffic analysis shows both streets currently operate below capacity, creating an opportunity to reconfigure the street space while maintaining efficient traffic flow. The project aims to implement recommendations from the Alexandria Mobility Plan and Eisenhower East Small Area Plan while addressing safety and connectivity needs identified by the community.

In the spring of 2025 the community was invited to share their travel experiences in the study area and comment on a potential concept. A summary of community feedback was included in a memo presented to the Traffic & Parking Board at their May 2025 public hearing.
At the hearing, the Board approved the removal of one general purpose travel lane in each direction on Mill Road between Stovall Street and Cabin Creek Road, removal of one general purpose travel lane in each direction on Mill Road between Jamieson Avenue and 2401 Mill Road, removal one of two northbound left turn lanes from Stovall Street at Mill Road, and removal one of two northbound left turn lanes from Mill Road onto Mill Road at Jamieson Avenue.

Why is the City doing this Project?
The Mill Road corridor requires improvements to address critical transportation needs and upcoming changes in the area. There is a significant gap in bicycle infrastructure where the existing multi-use path ends at Stovall Street, prompting multiple community requests through Alex311 to extend this connection to the Eisenhower Avenue bike trail.
Traffic analysis shows both streets currently operate below capacity, presenting an opportunity to reimagine the street space to better serve all users while supporting key policies from the Alexandria Mobility Plan, including enhanced safety, closing network gaps, and building a connected bicycle network for riders of all ages and abilities. The adopted Eisenhower East Small Area Plan calls for expanded bicycle facilities on Mill Road. Since Mill Road is being repaved, this is an opportunity to implement that recommendation.

The project goals include improving traffic flow and intersection function, and making it easier to walk and bike while minimizing impacts to traffic congestion.
What is the project timeline?
The planning and conceptual design phase of this project will occur in the Winter and Spring of 2025. Project implementation is scheduled to occur when Mill Road is repaved in FY 2026. Community engagement is scheduled for March 2025.
