Project Description

The purpose of this project is to improve safety at two intersections: Duke Street & South Henry Street, and Duke Street & South Patrick Street.

Map of the project area, which includes the intersections of Duke Street and South Patrick Street, and Duke Street and South Henry Street.

Background

Collectively, there have been over 70 crashes at these two intersections since 2014. Of those, 4 resulted severe injury and more than 20 resulted in non-life-threatening injuries. Both intersections are ranked among the City’s high-crash intersections and are on the City's high-injury network.

The City’s adopted Vision Zero goal is to eliminate fatal and severe crashes. The City’s adopted Alexandria Mobility Plan also calls for prioritizing high-crash intersections and corridors for safety improvements.

In 2022, the City was awarded a technical assistance grant through the Metropolitan Washington Council of Governments (MWCOG) Regional Roadway Safety Program to identify safety countermeasures and develop conceptual plans for future improvements.

Detailed Design & Construction

The City sought funding through the Safe Streets and Road for All program in 2024, but the project was not awarded.  Later that year, City Council approved an application to the state's SMART SCALE Program to fund this project.  Although it scored well, it was ultimately not included in its final list of awards and the application was withdrawn. This project remains a priority for the City, and staff will continue to evaluate opportunities to fully fund it. In the meantime, staff is exploring short-term improvements consistent with the approved concept plans that could be implemented while funding for full construction is identified.
