Del Pepper Community Resource Center

The Department of Community and Human Services (DCHS), Alexandria Health Department (AHD), Neighborhood Health Clinic, Permit Center, and some limited Finance Department and Clerk of Court services have moved to a centralized location at the new Redella S. “Del” Pepper Community Resource Center at 4850 Mark Center Drive.

Permit Center

Finance Department

Hours of operation are 8 a.m.-5 p.m., Monday-Friday.

  • This is a full-service branch office specifically for tax administration and payment functions, in addition to the regular operations that continue to be conducted at City Hall.

Clerk of Circuit Court

Hours of Operation are 8 a.m. to 4 p.m., Tuesdays and Fridays only.

Clerk of Circuit Court West End Service Office

Most (but not all) services available at the Courthouse including:

  • Marriage Licenses
  • Notary Public Qualifications
  • Concealed Handgun Permit Applications (including Free Trigger and Cable Locks)
  • Certified Copies of Circuit Court Records
  • Online Land Records Research
  • Payment of Court Costs and Fines

 

Forms of payment accepted at the branch include:

  • Credit card (Visa, Master Card, Discover, American Express)
  • Check
  • Money Order
  • NO CASH

Transportation to the Del Pepper Community Resource Center

4850 Mark Center Dr is located on the West End of the City off I-395, Seminary Road and Beauregard Street. A four-level parking garage is adjacent to the rear of the building with elevator access to the building lobby. From the lobby, walk around the reception to the main building elevators for access to all floors.

Free Parking is available for clients, City employees and visitors. Effective March 26, all visitors will take a ticket to enter the gated parking garage.  Parking will continue to be free. Validation of the ticket in the main lobby is only required after 4 hours.

If you're taking public transit, the Mark Center is a five-minute walk from the Mark Center Transit Station and can be accessed through routes on the MetroBus and the free DASH Bus. Some DASH routes to the Mark Center Transit Center are featured in the table below. Please visit the DASH website for more routes and bus schedules.

 

The CharterUP shuttle bus in front of the Del Pepper Community Center, with a small map of the immediate area overlaying it and indicating the locations of the shuttle stops.

Free shuttle transportation is available round trip between the Mark Center Transit Station and the Del Pepper Community Resource Center (4850 Mark Center Drive).

  • Mondays: Departs Mark Center Station Bay 3 to Del Pepper Community Resource Center every 30 minutes (9:15 a.m., 9:45 a.m., 10:15 a.m., etc.) Returns to Mark Center Station Bay 3 every 25 minutes (9:35 a.m., 10:05 a.m., 10:35 a.m., etc.)
  • Wednesdays: Departs Mark Center Station Bay 3 to Del Pepper Community Resource Center every 30 minutes (8:15 a.m., 8:45 a.m., 9:15 a.m., etc.) Returns to Mark Center Station Bay 3 every 25 minutes (8:35 a.m., 9:05 a.m., 9:35 a.m., etc.)
