Overview
The City and its regional partners, VPRA, and VRE, are advancing a variety of strategic infrastructure investments to improve sustainability and regional reliability for critical rail and stormwater infrastructure, and to improve safety in proximity to the King Street and Commonwealth Avenue intersection. This page serves as a centralized location to learn about each individual project and stay up to date on upcoming public engagement and outreach.

Project Locations
Alexandria Fourth Track Project
Managing Party: Virginia Passenger Rail Authority (VPRA)
Project Status: Design
The Alexandria Fourth Track project will design and construct 6.0 miles of a fourth railroad track and related infrastructure between Arlington, VA, and Alexandria, VA. The project will connect to the southern end of the Long Bridge Project and will construct one additional track within existing railroad right-of-way to accommodate more railroad capacity between Northern Virginia and the District of Columbia. Construction is expected to begin in Spring 2024 and finish in early 2027.

King and Commonwealth Rail Bridges Replacement Project
Managing Party: Virginia Passenger Rail Authority (VPRA)
Project Status: Design
The Virginia Passenger Rail Authority (VPRA), in collaboration with CSX, will design and construct replacement rail bridges over King Street and Commonwealth Avenue in Alexandria. The intent is to improve safety and reduce maintenance for these structures. Construction is expected to begin in Spring 2024 and finish in mid-2026.

VRE Alexandria Station Improvements
Managing Party: Virginia Railway Express (VRE)
Project Status: Design
Passenger safety will be improved by replacing an at-grade pedestrian track crossing with elevators to connect the two platforms. The elevators, and current and proposed stairs, will connect to the existing tunnel between the two platforms. Adjustments to platform elevation will eliminate the need for step-boxes to access VRE and Amtrak trains. The center platform will be widened and lengthened to accommodate trains on both tracks.

Hooffs Run Culvert Bypass
Managing Party: Department of Project Implementation, City of Alexandria
Project Status: Planning
The goal of the Hooffs Run Culvert Bypass Project is to provide flood relief for neighbors, homeowners, and businesses along the existing Hooffs Run and Timber Branch culverts without making flooding conditions worse elsewhere in the city. The existing culverts are large concrete pipes, multiple feet wide and high, which carry streams (Hooffs Run and Timber Branch). These streams have historically flooded, and flooding continues to worsen as climate change brings more frequent and more intense rainfall events. As a result, the existing culverts are not large enough to handle all the stormwater flow during large rain events. The City is currently modeling and evaluating concept-level alternatives to reduce flooding.

Commonwealth Interceptor Inflow and Infiltration Study

Project Status: Study Phase
AlexRenew is conducting a study of the Commonwealth Separate Sanitary Sewer Area to identify sources of excess infiltration and inflow that causes capacity issues and basement backups during periods of intense rain.

King & Commonwealth Streetscape Improvements
Managing Party: Department of Transportation & Environmental Services, City of Alexandria
Project Status: Planning
The Virginia Passenger Rail Authority's (VPRA) 4th Rail and Bridge Replacement Project, occurring at the King Street Metro Station, will replace the existing open deck bridges which span King Street and Commonwealth Avenue. The new bridges will have closed decks, and will have a wider span. This wider span will increase the horizontal clearances on King Street and Commonwealth Avenue, offering ground-level opportunities to improve the space under the bridge for pedestrians and cyclists. The King and Commonwealth Streetscape Improvement Project seeks community feedback to help prioritize design interventions that will improve the safety, access, and mobility through this gateway area of the City.

King-Callahan-Russell Intersection Improvement Project
Managing Party: Department of Project Implementation, City of Alexandria
Project Status: Construction
The City of Alexandria was awarded a grant from the Federal Transit Authority (FTA) to make pedestrian and bicycle safety improvements to improve access to transit. The intersection of King Street, Callahan Drive and Russell Road was identified as a priority location for these improvements. The new design for the King-Callahan-Russell intersection will increase safety by improving pedestrian and bicycle infrastructure. It will also reduce delays by changing the lane configuration of northbound Callahan Drive, and maintain signal timing changes. Contractors have been hired to build the approved plan designs and the project is anticipated to begin construction in Fall 2023.

Hooffs Run Culvert Structural Repairs Project
Managing Party: Department of Project Implementation, City of Alexandria
Project Status: Construction
The City of Alexandria is repairing damage to a section of Hooffs Run Culvert located in Hooffs Run Park and Greenway that was sustained during 2019 and 2020 flood events. Please note, this project is separate from Flood Action Alexandria's Hooffs Run Culvert Bypass Project.
Subsequent flood events in Hooffs Run Park and Greenway caused holes to form in the top of the culvert structure. The City will be repairing the holes, installing access doors in the top of the structure to facilitate easier maintenance access in the future, and repairing the wood retaining wall along the greenway behind 65 Commonwealth Ave.
