Bureau Overview
Under the command of Chief Deputy Dave Cutting, this bureau includes:
- Administrative functions such as human resources, training, recruitment, information technology, policy, accreditation, and PREA and ADA compliance
- Judicial services such as courthouse security and operations
- Field operations such as civil process, warrant service, and community support functions
Judicial and Field Operations
Judicial Services includes courthouse security and operations, and Field Operations includes civil process, warrant service and community support functions.
Judicial Services provides courthouse and courtroom security for more than 52,000 proceedings at the Alexandria Courthouse annually. In 2025, deputies screened 136,624 courthouse visitors. In addition to transporting local inmates to court, Judicial Services deputies also transport those individuals in the Sheriff’s custody to other correctional facilities and courts and to state mental health facilities. In 2025, Bureau deputies completed more than 2,300 prisoner transports.
Field Operations includes service of legal process, warrant service and community outreach. In 2025, Bureau deputies executed 223 warrants and served more than 14,000 civil documents.
Between Judicial Services and Field Operations, deputies fingerprinted and processed 110 expungement petitioners in 2025.
The Bureau's hours of operation are 8:30 a.m. until 5 p.m. Monday through Friday, except holidays.

Cell Phones and Other Items Prohibited in the Courthouse
Effective July 1, 2026, pursuant to Virginia codes § 16.1-69.35:4 and § 17.1-128.2, and by order of the court, visitors to the courthouse may possess portable electronic devices (PED) in both the courthouse and courtrooms, subject to the following limitations:
a. PEDs shall remain in silent mode at all times.
b. Use of PEDs is limited to the lobbies, hallways, and other common areas of the courthouse.
c. Use of PEDs in courtrooms is prohibited except with the express permission of the presiding judge, and only for the purpose and in the manner authorized by the judge.
d. Use of a PED to take photographs, make audio or video recordings, or transmit live audio or video streaming within the courthouse or courtroom, except with prior written authorization from the presiding judge, is prohibited.
2. When it is necessary to maintain safety, security, or proper order for the operation of the courthouse, deputies may, at their discretion, limit the possession and/or use of PEDs beyond the limitations set forth above.
3. PEDs used in violation of a written court order or the lawful direction of a presiding judge may be confiscated by a deputy.
The following items are prohibited in the courthouse:
Firearms
Knives, razors, and sharp objects
Stun weapons
Pepper spray/mace
Cameras
Recording devices
Smoking and vaping materials, including matches and lighters
Flammable liquids
Any other item that may pose a risk to the safety and security of the courthouse
Fingerprinting for Expungements
Beginning October 2, 2023, to facilitate the procedure for those seeking local expungements, Judicial Services deputies will provide free fingerprinting for petitioners at the Alexandria courthouse Monday, Tuesday, Wednesday and Friday between 10 a.m. and 3 p.m. This service is not available on Thursdays or holidays.
