West Alexandria Transit Center Pop Up event on November 19th

Project Description

The City of Alexandria is currently implementing the design and constructing a new six-bay Transit Center to be integrated into the redevelopment of the former Landmark Mall site, now known as West End Alexandria, a mixed-use development that includes retail, multi-family, townhomes, medical office and the new INOVA hospital campus. 

The Transit Center will be serving two bus rapid transit routes (BRT), and several local DASH (City) and Metrobus routes, serving as a major transfer point.  The completion of the Transit Center will enable the City to achieve long-term transportation goals to support bus rapid transit corridors throughout the City. First identified in the City’s 2008 Transportation Master Plan, and then reaffirmed in the 2021 update, Alexandria Mobility Plan, the City is seeking to provide more transportation choices to residents, workers and visitors to help achieve the City’s sustainability goals.

Project Background

As part of Foulger-Pratt's July 2021 Landmark Mall redevelopment approvals, to transform the former Landmark Mall site into four million square feet of new development, the City approved the final location of a new Transit Center which would serve as a stop and transfer point for future West End and Duke Street Transit Way bus rapid transit routes, DASH service and Metro Bus Service. The Transit Center will provide safe and convenient transfer for riders between multiple bus lines and has been a goal in the City's initial Landmark/Van Dorn Small Area Plan and subsequent plan updates. The completion of the Transit Center will enable the City to achieve long-term transportation goals to support bus rapid transit corridors throughout the City.

Transit Center Implementation

The design, construction and implementation of the new West Alexandria Transit Center is a collaborative  process between the City of Alexandria and Foulger-Pratt to deliver a new, safe and accessible Transit Center. Foulger-Pratt will design and construct a new road network through the West End Alexandria location which will support the successful operation of a Transit Center including bus, rider and pedestrian access. The City of Alexandria will be responsible for designing and constructing the new Transit Center facility which will be integrated into the overall site.  

As of fall 2025, the West End site is actively under construction. The transit street infrastructure has been built and bus service is scheduled to begin there in Winter 2025. The City will be installing temporary transit shelters while the long-term facility is being designed. 

The City of Alexandria contracted an experienced design team in Summer 2025 to develop designs for the new West Alexandria Transit Center. The public engagement process began in the fall, with more project updates to come!

COMMUNITY ENGAGEMENT

The City of Alexandria began the community engagement process in the fall of 2025. Thank you to everyone who filled out the public feedback form. We will be returning to speak with neighbors at a public facing event on November 19th. 

PLANNING & CONCEPTUAL DESIGN

  • Status: In Progress

Staff completed procurement of an architectural design firm in the Spring of 2025 and kicked-off the concept design Phase at the end of May. The consultant team is working to create three conceptual designs to be considered for potential implementation. 

DETAILED DESIGN

  • Status: Currently, the design project is progessing at 30%, this phase is scheduled to be complete at the end of the calendar year (2025). Phase II (Final Design) will start in 2026. 

CONSTRUCTION

  • Status: Not Started

 

Current Operations: Landmark Mall Transit Center

DASH and Metro operations continue to operate at the former Landmark Mall site and will provide a safe and accessible transfer location for current bus operations while a permanent West Alexandria Transit Center is developed on site. Updates on the status of the Landmark Mall Transit Center should be obtained via DASH news and service alerts and will not be provided through this website.
