The City of Alexandria has partnered with the Institute for Engagement & Negotiation (IEN) at the University of Virginia for community engagement pertaining to stream health improvements in Taylor Run and Strawberry Run. Via interviews and small group conversations, IEN has been learning from community members and City staff about their views on possible improvements in these areas. A report of this phase of the work can be found here.This information will inform a consensus building process spanning August to October, during which time a consensus-built path forward for the two streams will be developed by a stakeholder group and submitted for consideration to City Council. Members of the public, not included in the Consensus Building Group, will have an opportunity to provide input during the process; watch for this opportunity to be posted here in September after the first workshop. Final stakeholder recommendations will be captured in a report by IEN. On June 13th, the City Council discussed the consensus results (Council Docket)). Thank you for all who participated! 

In June 2023, City Council directed staff to move forward with the recommendations focused on stabilizing the at-risk infrastructure within Taylor Run using a “minimal approach”. Strawberry Run was effectively tabled and no further consideration was given for this project. City staff is moving forward with a minimal intervention approach to stabilize the infrastructure. Three alternatives stream restoration designs have been conceptualized for discussion at the workshop on September 10th. A presentation by consultant AECOM will discuss these designs in detail. These are not finalized designs but simply a conceptual design to showcase what the technique may appear like if used for each stream. 

The three alternatives are called bioengineering, hard armoring and a minimal impact design. 

• Bioengineering - Engineering technique that uses a combination of hard-armoring and vegetation to stabilize banks
• Hard Armoring - Traditional engineering technique where banks are stabilized with rock, concrete or other nonerodable materials
• Minimal Impact - Standard municipality utility repair that focuses on stabilizing infrastructure in-place.
