2020 Oakville Triangle and Route 1 Corridor Plan Update
Background
On March 4, Inova Health System and Stonebridge announced an agreement to construct an Inova HealthPlex within the Oakville Triangle redevelopment site. With the Inova HealthPlex as an anchor use, the applicant, Stonebridge, is proposing amendments to the Oakville Triangle & Route 1 Corridor Vision Plan. The proposed amendments call for mixed-use development with ground floor neighborhood-serving retail and a mix of residential buildings from townhouses to multi-family buildings. One of the key features of the Oakville Plan is the significant enhancement of Mount Jefferson Park – the proposed amendments will provide further expansion and improvements to the Park.
The proposed amendments are anticipated to occur in multiple phases with Master Plan/CDD Concept Plan amendments anticipated for review by the Planning Commission and City Council this fall and development special use permits in early 2021.

2014-2015 Planning Process and Adoption
Background
At the January 2014 City Council work session on the proposed FY 2015 interdepartmental planning work program, staff indicated that the owner of Oakville Triangle would like to redevelop their 13 acre (approximate) property. The owner, an entity owned by The Blackstone Group, agreed to fund consultant services and staffing so that the City could begin planning and process the associated applications beginning in FY 2014. The scope of the planning effort and the Oakville Triangle/Route 1 Corridor Plan Boundary included Oakville Triangle and adjacent properties as well as the Route 1 corridor north and south of the site. Staff assembled background information on the planning area to assist members of the community as the process got underway. The City Council appointed Advisory Group and community assisted in developing Plan principles for the site regarding potential land uses, open space, sustainability, transportation and connectivity, and potential community benefits, among other topics. The corridor study reviewed features such as streetscaping, undergrounding of utilities, and potential redevelopment sites along the western portion of Route 1. The corridor study helped to establish a unified streetscape for Route 1 and an integrated approach to potential redevelopment along Route 1.
Plan Adoption
- On Saturday, January 30, 2016, City Council approved MPA2015-0007 ( Ordinance 4998) to include additional information regarding land uses and implementation, as well as to amend the plan boundary to include 413 and 415 Hume Ave. Council also approved Text Amendment 2016-0006 and Rezoning #2015-0004 to establish CDD #24.
- On Saturday, October 17, 2015, City Council unanimously approved the Planning Commission recommendation to adopt the Oakville Triangle/Route 1 Corridor Vision Plan and Urban Design Standards & Guidelines with the following amendment: Delete 7.14 from the Design Standards (p. 98-99).

Advisory Group
- The nine-member Oakville Triangle and Route 1 Corridor Advisory Group was established by City Council Resolution on March 11, 2014, and membership was selected by the City Manager after a public nominations process.
- The Advisory Group provided advice to City staff on the planning and associated regulatory submissions for Oakville Triangle and the Route 1 Corridor, specifically assisting in developing Plan principles regarding potential land uses, open space, sustainability, transportation and connectivity issues, and potential community benefits, among other topics.
- Advisory Group meetings are open to the public and all members of the community are invited and encouraged to participate.
